Petitioners recognize that other community organizations are and will be engaged in community development efforts within the District, and are typically better equipped to provide such services. The District will not engage in the same efforts, but will serve to enable initiatives which comport with the purposes of the District and the Act. The District may purchase, contract for, or assist in implementing services and improvements that contribute to the promotion of the District’s amenities or contribute to its economic vitality, including but not limited to:

provision of funds for marketing of investment opportunities, including but not limited to commercial, residential, and entrepreneurial
provision of funds for marketing of the District, including but not limited to historical, cultural, artistic, and commercial attractions or events
preparation and distribution of District information
provision of funds for market, niche, and business retention & expansion research or seminars
support of other economic development initiatives in general deemed pertinent or necessary
